Labels for electrical goods.

The crossed-out wheelie bin symbol has been in use since the WEEE Directive came into force as a special logo [in addition to the CE (Conformité Européene) logo] to show that the equipment should not be disposed of in the normal waste stream. For electrical goods, there are several ‘Take-back channels’. There is no indication of a positive action. There is a European Electronics Recyclers Association.

Gavertsson I, Milios L, Dalhammar C. (2018) ‘Quality Labelling for Re-used ICT Equipment to Support Consumer Choice in the Circular Economy’. Journal of Consumer Policy. 43, 353–377. [DOI].

Aim of visuals: To increase consumer confidence, a quality label could be used to communicate quality aspects of re-used ICT equipment.
People: Sweden
Method: Literature review + interviews
Effect of visuals: The main findings from the analysis of the selected initiatives indicate the need for a wide recognition of the certification scheme in order for it to become a credible and functioning system consumers will trust and use in their purchasing decisions.
Suggestions for design: There is a need to consider the role of labelling in the emerging landscape of European policies promoting longer product lifespans, such as legal guarantees and eco-design rules on durability
Suggestions for policy: Policies to promote sustainable consumption could only be effective when technological development, economic structures, and information are all in accordance with each other, which potentially could happen when sustainable consumption does not conflict with economic growth.
Comment: The article lists local initiatives of reuse in Belgium, Austria, Scotland. The disposal of electrical goods is not standardised: there are several different options for consumers. These are not indicated.

People: None. Building a model to explain return rates.
Method:
Effect of visuals: Therefore, there are still substantial quantities of historic WEEE in the return stream, even 10 years after the implementation of the WEEE Directive in Ireland.
Suggestions for design: -
Suggestions for policy: -
Comment: The black line indicates that goods have been placed on the market after 2005, when the Directive came into force.
