Part 4 of the standard is ‘Under development’.

This [proposed] standard is for any organization wishing to certify that it uses plain language systematically in its operations.

Part 4 is a requirement standard. An ISO requirement standard has three characteristics:
- global recognition,
- a focus on an overarching management system and continuous improvement,
- and a formal, third-party certification process.
